The Court announces with pride that the Third Department’s Law Guardian Director, John E. Carter, Jr., was the recipient, on May 5, of the prestigious New York State Bar Association’s Howard A. Levine Award for Excellence in Juvenile Justice and Child Welfare. The other recipient of the award on this date was Hon. Elizabeth W. Pine, of Rochester, an Associate Justice of the Appellate Division, Fourth Department.
