Martin Shulman was born in Hazleton, Pennsylvania, in 1955. He was re-elected as a New York City Civil Court Judge for a second 10 year term. Appointed by Chief Administrative Judge Jonathan Lippman as an acting Supreme Court Justice in 1998, Justice Shulman was elected a Supreme Court Justice in New York County in November 2005. Justice Shulman maintains an active trial part presiding over complex mass tort cases and other matters. In 2000, he was appointed as Supervising Judge of the New York County Civil Court.

Justice Shulman had been a government attorney and engaged in private practice for seven years in New York City until his election as a Civil Court Judge in 1994.
Justice Shulman is active in a number of bar associations/civic organizations. He has authored articles in the complex field of rent regulation, lectures before bar groups and participates in various legal clinics at New York City law schools.
He is married to Frances Anne and they have four daughters.
