Administrative Structure

In each of the nine Judicial Districts outside New York City, there is a District Administrative Judge.

Responsibility for the management of the trial courts and agencies is vested with the Administrative Judge. He/she oversees the management of all cases through the trial courts of the district and supervises all trial judges and non-judicial personnel.

The Administrative Judge is responsible as well for general administrative functions. He/she is assisted in that effort by an Executive Assistant and support staff in the District Administrative Office.

The Administrative Judge is subject to the rules, policies and directives of the Chief Judge and the rules of the Chief Administrative Judge and is under the direct supervision of the Deputy Chief Administrative Judge.

The staff in the District Administrative Judge’s Office provides centralized administrative support for all trial courts, commissioners of jurors offices and the law libraries in the district. It is organized into five units which include human resource administration, budget/fiscal administration, operations, automation support and security services administration.

Human Resource Administration encompasses all facets of personnel for the judicial and nonjudicial employees. Assistance is provided with all necessary documentation and payroll transactions in order to generate an accurate paycheck for each employee. It administers recruitment, hiring procedures, performance evaluations, time and leave, employee benefits, orientation and  training programs, and prepares a district newsletter.

Budget/Fiscal Administration involves the coordination, preparation and submission of a budget for all courts and agencies within the district. It prepares a Budget Management Plan once the funds have been allocated and  oversees the administration of the budget. Responsibility of this unit includes the  oversight of revenue collection and disbursement,  that proper internal controls are in place and that on site audits are conducted as required. The staff review court prepared vouchers for accuracy and approve payment to insure compliance with prompt payment legislation.

The Operations Unit is responsible for ensuring that operations in the courts are being carried out effectively and efficiently through on site evaluations. The caseload activity reports are reviewed by this unit to determine needs for judicial assistance in various areas to eliminate non compliance cases. This unit oversees all court facility plans and budgets and administers the contracts which provide reimbursement to the localities for maintenance and operating aid. It administers the contracts which provide contract security within the courthouses. It oversees the implementation of Drug Court parts, administers  the contracts and pursues funding for same. It provides other centralized services such as purchasing and leasing, records management, and coordinates court reporter services to the courts.

The Automation Support unit is responsible for the ongoing automation effort in the courts. The staff of this unit are responsible for installation of equipment, upgrades of equipment and software, and application development. This unit is also responsible for all automation support, troubleshooting, and training of non judicial employees in all aspects of automation.

The District Office, in the decentralized structure of the Unified Court System, functions as a coordination point between the operational and administrative structures. It is the connecting link between the centralized administrative support units of the Office of Court Administration and the operational level of the trial courts.
