Judge Kluger

Sex Offense Courts in New York State seek to enhance public safety by preventing further victimization. Hallmarks of these courts include early intervention, post-disposition monitoring, consistency and accountability. Hon. Judy Harris Kluger, Chief of Policy and Planning for New York State Courts, is responsible for implementation and oversight of the Sex Offense Courts.

Sex Offense CourtsMany organizations come into contact with alleged and convicted sex offenders and victims of sex offenses, including district attorney’s offices, departments of probation, defense attorneys, and victim services agencies. Sex Offense Court judges and staff coordinate with these groups to ensure a uniform approach to management of sex offense cases and to promote the development and use of best practices.

The first Sex Offense Court in New York began operating on the statewide model in 2005. As of January 6, 2009 the 7 Operational Sex Offense Courts in New York have heard 2,079 cases. Three additional Sex Offense Courts are at various stages in the planning process.
