The Franklin H. Williams Judicial Commission Congratulates Hon. Shirley Troutman on her Appointment to the New York State Court of Appeals

 
 
   
 
 

The Williams Commission congratulates our Co-Chair, Hon. Shirley Troutman, on her historic appointment to the New York State Court of Appeals. Associate Judge Shirley Troutman is now the second African American woman in the Court’s nearly 175-year history.

Judge Shirley Troutman is a brilliant jurist, dedicated public servant, and indefatigable champion for equal justice under law. During the recent New York State Senate confirmation session, Judge Troutman was universally praised by the members of the State Senate for her legal acumen and relentless commitment to diversity, equity and inclusion as Co-Chair of the Williams Commission.

Since its establishment in 1991 as a permanent entity in the New York court system, the Commission has promoted racial diversity and cultural sensitivity in the courts and the legal profession. Judge Troutman’s appointment, on the eve of the birthday of Dr. Martin Luther King, Jr., and the holiday commemorating his legacy, provided an opportunity for reflection on Dr. King's dream of a nation where all would be “judged not by the color of their skin but by the content of their character.” A dream of a future where this nation would truly deliver on its promise of equal rights.

Judge Troutman epitomizes Dr. King’s dream and as an Associate Judge of the highest court in this State, will serve as a beacon to all as she continues to bend the moral arc of the universe towards equality and justice for all.
