In April, 2004, Chief Judge Judith S. Kaye established the Commission to Examine Solo and Small Firm Practice to address the unique challenges faced by these practitioners and make recommendations for improvements to facilitate solo and small firm practice in the New York courts. The Commission consisted of thirty solo and small firm practitioners from across the state and was chaired by June Castellano, Esq., a Rochester solo practitioner.

The Commission released its report & recommendations to Chief Judge Judith S. Kaye in February 2006.
