The Law Library is located at the corner of East Avenue and Chestnut Street in downtown

Purpose of the Library
The library is maintained as a free public library for the Appellate Division Fourth Judicial
Department, the Supreme Court, and other courts of record of the Seventh
Judicial District, the local courts of the county of Monroe and the city of
Rochester, and the people of the state of New York.
Borrowing Privileges
Onsite borrowing is limited to members of the New York State bench and bar. Forms to register for a
library card are available at the library's circulation desk. Library cards or
photo identification must be shown to borrow circulating materials. All
circulation records are strictly confidential.
Loan Period
The loan period for most books, CDs,
and tapes is three weeks. Bound copies of records on appeal circulate for 28 days.
All materials are subject to immediate recall by the Court. Some subject
treatises and reports are lent to other libraries and governmental agencies
through Interlibrary Loan. Overdue materials are assessed at a one dollar per day
fine excluding weekends and holidays. (See FINES.) A portable microfiche reader is available for loan to
library borrowers.
Fines
The fine per day for any overdue
material is one dollar ($1.00), up to a maximum of $20.00 per item. Fines are not
charged for days when the library is not open. There is a grace period until
noon of the business day following the due date. Borrowing privileges are
suspended when fines equal $10.00 or more and will only be reinstated upon
return of the overdue material and full payment of fines. Borrowers are
responsible for the cost of replacing damaged or lost books. The library does
not benefit from these moneys:
"Any moneys received or collected as penalties for the violation of said
rules and regulations shall be paid into the state treasury in accordance with
section 121 of the state finance law."
Penalties
Failure to pay fines, excessive
overdues, serious repeat violations of the loan period, or any other infraction
of a rule will result in the suspension of borrowing privileges.
