The David L. Follett Memorial Supreme Court Law Library, Chenango County, was established in 1902 (L. 1902, Ch.32) and named after David L. Follett, a Chief Judge of the Court of Appeals.

The library is currently located in a restored historic building, a former Masonic Temple, at 5-9 West Main Street, Norwich. Housing a collection of approximately 10,000 volumes and staffed on a part-time basis. The library is open to the public Monday and Thursday, 9:00 a.m.-4:00 p.m., and Friday 9:00-3:30; it is closed Tuesdays and Wednesdays.

Services include circulation, interlibrary loan, and a coin-operated photocopier. Tours for school groups are available by appointment. The library may be contacted at 607.334.9463 or by fax (607.334.9236)

Circulation

Any person with a valid library card issued by one of the Court Law Libraries within the Sixth Judicial District [Elmira, Binghamton, Ithaca, Norwich, Cooperstown, Delhi, and Cortland] may borrow circulating materials from the David L. Follett Memorial Law Library subject to the circulation rules of this library.

Library card application/registration forms may be obtained from the staff at any of the Sixth District Law Libraries. At least one form of identification [including but not limited to: valid NYS driver's license, Attorney Registration number, or student identification number] AND proof of current address must be presented in person before a card will be issued. Library cards must be presented in order to borrow any materials. All circulation records are kept strictly confidential (CPLR § 4509).

All circulating items, unless otherwise specified, may be borrowed for a period of 14 days. Materials borrowed via Interlibrary Loan will be subject to the lending institution's loan period and circulation policies.

There is a public access workstation for accessing online legal resources. The library staff will provide instructional materials and/or basic instruction in using these materials but may not conduct research for the user.
