setting forth a reasonable excuse for the delay as required by section 800.12 of this Court's Rules of Practice. It is further
ORDERED
that the motion for permission to proceed as a poor person is denied, without costs, and without prejudice to renewal upon the appellant's
renewal of his motion for an extension of time to perfect the appeal.
