DECISION

The branch of the motion by tenants-appellants seeking to consolidate the three above-captioned appeals is granted and the appeals are consolidated under Appeal No. 2009-1757 K C.

The branch of the motion seeking to stay all proceedings pending the hearing and determination of the appeal is denied.
