It is Ordered that the motion and cross motions are consolidated for disposition. It is further Ordered that plaintiffs-appellants' cross-motion to enlarge their time to perfect their appeal is granted on condition that plaintiffs-appellants perfect their appeal by no later than the December 2011 term - the filing deadline is October 11, 2011. No further enlargements of time shall be granted. In the event of plaintiffs-appellants' failure to comply with the foregoing condition, defendants-respondents may move on five days' notice for an order vacating the stay.
