Motion by the appellant to stay enforcement of stated portions of a judgment of the Supreme Court, Suffolk County, entered July 18, 2013, pending hearing and determination of an appeal therefrom, for poor person relief, and for the assignment of counsel. Separate motion by the respondent, inter alia, to preclude the appellant from making further motions without prior leave of the Court.
