It is Ordered that the motion and cross motion are consolidated for disposition.

It is further Ordered that appellant's motion for a stay is denied. Respondent's cross-motion to dismiss the appeal is granted, unless appellant perfects his appeal by no later than the June 2014 term - the filing deadline is April 9, 2014. In the event of appellant's failure to comply with the foregoing condition, respondents may move, on five days' notice, for an order dismissing the appeal.
