Motion by the appellant to stay implementation of Executive Order No. 38, dated January 18, 2012, entitled Limits on State-Funded Administrative Costs & Executive Compensation, pending hearing and determination of an appeal from an order of the Supreme Court, Suffolk County, dated July 29, 2014, and for a preference in the calendaring of the appeal.
