Appeal by Westchester County Department of Social Services and cross appeal by Richard L. from an order of the Family Court, Westchester County, dated November 13, 2013. Separate appeals by Richard L. from two orders of the same court dated December 4, 2013, and January 24, 2014, respectively. The brief of Westchester County Department of Social Services was filed in the office of the Clerk of this Court on April 1, 2014, and the brief of Richard L. was filed in the office of the Clerk of this Court on September 15, 2014.
