Appellant having moved for permission to proceed as a poor person on the appeal taken herein from an order of the Court of Claims entered in the Office of the Clerk of said court on December 15, 2016,

Now, upon reading and filing the affidavits of James P. Mhina sworn to February 16, 2017, and March 9, 2017, and the notice of motion with proof of service thereof, and due deliberation having been had thereon,

It is hereby ORDERED that the motion for permission to proceed as a poor person is denied on the ground that the facts set forth by claimant fail to demonstrate merit to the appeal.
