It is Ordered that the motion and cross motions are consolidated for disposition.
It is further Ordered that petitioner-appellant's motion for an enlargement of time is granted on the condition that the appeal is perfected by no later than the November 2017 term - the filing deadline is September 13, 2017. No further extensions of time will be granted. The cross motions are denied without prejudice to renew in the event of appellant's failure to perfect the appeal by the November term.
