It is Ordered that the motion and cross motion are consolidated for disposition.
It is further Ordered that petitioner-respondent's cross- motion is denied.
It is further Ordered that respondents-appellants' motion for an enlargement of time to perfect their appeal is granted. Appellants shall perfect their appeal on or before the February 2020 term the filing deadline for which is December 11, 2019. In the event of respondents-appellants failure to comply with the foregoing condition, petitioner-respondent may move on five days notice for an order vacating the stay.
