ORDERED that the appeals are consolidated, the appellant is granted poor person relief with respect to the appeal from the order dated November 18, 2019, and counsel assigned to prosecute the appeal from the order dated July 29, 2019, is also assigned as counsel to prosecute the appeal from the order dated November 18, 2019.
