No state has a more complicated or convoluted
court structure than New York. We have nine trial-level courts,
not including the Town and Village Justice Courts. It's time
to change this archaic system and simplify the court structure
once and for all for the benefit of all New Yorkers.
We have submitted to the 2002 Legislature a Constitutional
amendment that merges the nine trial courts into three and
vastly improves the court process for families in crisis and
victims of domestic violence, assuring informed and consistent
judicial decision-making in these most urgent cases. Court
restructuring will also save time and money for all litigants
and achieve significant savings for the State.
