Overview
The Surrogate's Court hears cases relating to individuals who have passed away, including disagreements about wills and the proper way to manage or divide the estate (total assets and liabilities). Surrogate's courts are also authorized to handle adoptions.

Surrogate Matthew J. Titone and the Richmond County Surrogate's Court stand ready to assist families whose relatives suffered physical harm or were killed as a result of the terrorist-related aircraft crashes of September 11, 2001 or the debris removal efforts that took place in the aftermath of those crashes.
- The Court accepts filings by Electronic method through the New York State Courts Electronic Filing Program (NYSCEF) System. E-filing is mandatory in Probate, Administration, Voluntary Administration, Accounting/Miscellaneous, and in all related and subsequent proceedings thereto, that are commenced in this Court on or after July 10, 2026. Except for Pro-Se, Adoption and Guardianship matters, all such proceedings must be commenced by filing with the Court electronically through NYSCEF and, except in limited circumstances, all subsequent documents filed by participating parties must be e-filed. Please provide your contact information, including an email address, with your filing.
