Digest:         A judge may participate in a panel discussion about raising the age of Persons in Need of Supervision from 16 years to 18 years.

Rules: 22 NYCRR 100.4(a).

Opinion:

A family court judge has been invited to participate in a forum conducted by a county advisory committee to discuss raising the age of Persons in Need of Supervision from 16 years old to 18 years old.

Section 100.4(a) of the Rules of the Chief Administrator provides that judges “may speak, write, lecture, teach and participate in other activities concerning the law, the legal system and the administration of justice.” As the topic of the judge’s proposed discussion is clearly related to the legal system, the judge may participate in the panel.
