Opinion:


         A judge inquires whether the judge may speak at a non-fundraising luncheon of a national business association.


         Section 100.5(b) of the Rules of the Chief Administrator permits a judge to participate in “civic and charitable activities” but does not permit the judge to serve as a speaker at an organization’s fundraising events. Since no fundraising is involved at the luncheon in question, the judge may participate as a speaker.
