         This is in response to your inquiry (97-110) asking whether you may provide a "To Whom It May Concern" letter of reference for a court interpreter whom you have known for approximately 10 years. The interpreter plans to return to Spain and seek employment there.


         Under the circumstances stated, the Committee does not believe it is ethically improper for you to provide such a letter. See e.g. Opinion 94-36 (Vol. XII). Any such letter should explicitly note that it is "Personal and Unofficial."
