It is Ordered that the motion and cross motion are consolidated for disposition.
It is further Ordered that the petitioner-respondent's motion to dismiss the appeal for failure to perfect is denied.
It is further Ordered that the respondent-appellant's cross motion for an enlargement of time to perfect its appeal is granted. The respondent-appellant shall perfect its appeal on or before the March 2026 term, the filing deadline for which is January 7, 2026.
