It is Ordered that the motion and cross motion are consolidated for disposition.
It is further Ordered that the motion of the respondent-appellant seeking an order for an enlargement of time to perfect the instant appeal is granted. The respondent-appellant shall perfect his appeal on or before the September 2026 term the filing deadline for which is July 14, 2026. Respondent's briefs are to be filed by August 5, 2026; reply briefs, if any, are due on August, 13, 2026. In all other respects, this Court's November 19, 2025 order remains in effect.
It is further Ordered that the cross-motion of the petitioner-respondent seeking an order vacating any and all stays is denied.
