Important Notice: Beginning June 15, 2026, the Civil and Small Claims offices and courtrooms at 927 Castleton Avenue will temporarily move to the second floor of 18 Richmond Terrace (Courtroom 209 / Clerk’s Office 214) due to renovations. The Landlord‑Tenant office and courtrooms will remain at 927 Castleton Avenue, and the evening Small Claims session on July 16 will also be held there.

The Civil Court of the City of New York decides lawsuits involving claims for damages up to $50,000, small claims (cases involving amounts up to $10,000), and claims related to housing (landlord-tenant matters).
The Civil Court Judges of Richmond County and the Housing Court Judge assigned to the borough are proud to welcome you to our historic courthouse in the West Brighton section of Staten Island.
The Richmond County Civil Court was created as part of the New York City Civil Court in September 1962. A separate citywide Housing Part was established in October 1973. Our Castleton Avenue courthouse was completed in 1927 during the Governor Alfred E. Smith and Mayor James J. "Jimmy" Walker administrations.
Today the Richmond County Civil Court serves our borough of over 450,000 people in our civil, small claims and housing part.
