Rosemary Garland-Scott, Esq.
Rosemary Garland-Scott, Esq. is the Statewide Special Counsel for Ethics for the Unified Court System. In that capacity, she develops and conducts ethics training programs and oversees all aspects of the operations of the Judicial Campaign Ethics Center and the Office of Court Administration’s Non-Judicial Ethics Helpline. She also serves as staff counsel to the Advisory Committee on Judicial Ethics.
Ms. Garland-Scott began her career in the court system as an assistant law clerk to the Hon. Paul G. Feinman, former Associate Judge of the New York State Court of Appeals. She later served as a Principal Appellate Court Attorney in the Appellate Division, First Department, and as Chief of Staff of the New York State Judicial Institute.
Ms. Garland-Scott is a member of various civic and professional organizations, and currently serves, by appointment of the Chief Judge, as a commissioner on the Ethics Commission of the Unified Court System.

Ron G McDaniel plays a key-role at the Advisory Committee on Judicial Ethics, including its subcommittee, the Judicial Campaign Ethics Center. Ron G facilitates and monitors judicial candidates’ compliance with the mandatory ethics training requirement as well as processing ethics inquiries from judicial candidates. He also assists the Statewide Special Counsel in overseeing the Non-Judicial Ethics Helpline, which provides ethics advice for non-judicial employees of the court system, and further assists with judicial inquiries to the Advisory Committee on Judicial Ethics. Ron G earned a Bachelor of Science in Criminal Justice with a minor in African American Studies from CUNY John Jay College of Criminal Justice. He is the proud father of an 11-year old son and, in his spare time, he enjoys volunteering as a Pastoral Aide Committee member with Life Changers Church and Ministries of Manhattan INC.

Shantavea Harrell is a Court Analyst with The Advisory Committee on Judicial Ethics. She works closely with counsel to ensure that inquiries from judges, quasi-judicial officials, and judicial candidates are received by the Committee for advisory review and determination.
