Pro Bono Expo
Even Mother Nature could not keep New York lawyers from volunteering at the Civil Court Pro Bono Expo held on the night of Oct 11th. Almost 100 attorneys ventured out in severe storm conditions to learn about the pro bono opportunities available in the Civil Court. The Civil Court provides free CLE training for all its pro bono programs, in exchange for participation. The Expo demonstrated that pro bono work is available to all attorneys regardless of experience, expertise or time restraints. Administrative Judge Fern A. Fisher, Deputy Chief Administrative Judge for Justice Initiatives Juanita Bing Newton, the Civil Court program directors, volunteer lawyers, and Judges answered a variety of questions and addressed issues attorneys face when doing pro bono work. Attorneys who missed the Expo can read about the opportunities available online and can still volunteer!

PRELIMINARY CONFERENCES IN
THE NEW YORK COUNTY CIVIL
COURT
Effective January 2, 2006, all cases filed in the Civil Court,
New York County, following Insurance Law § 5106(a) and 11 NYCRR
Part 65 by a medical provider to recover damages from an insurance
provider for services rendered to an insured (no-fault cases) must
be noticed for a preliminary conference following 22 NYCRR 208.9.
These conferences are to be requested within 45 days of joinder
of issue. Request forms can be obtained by going to the Preliminary
Conference Forms, or from the clerk’s office in the New
York County Civil Court, 111 Centre Street, Room 118.

Effective September 8, 2005, Chapter 452 of the laws
of 2005 amends the Civil Court Act to require the filing of a summons
and complaint, notice of petition and petition or order to show
cause and petition with the clerk of the court before the papers
can be served. Two copies of the papers must be filed with the clerk.
After the fee is paid, the clerk will return a stamped, dated copy
to be used for conforming and service on the defendant.

Housing Court's Volunteer Lawyers Project
Training
The Volunteer Lawyers Project offers free Continuing Legal Education (CLE) certified training to attorneys interested in assisting self-represented litigants.
Nine Hours of Free Continuing Legal Education (CLE) Credit Is Offered for Our "Fundamentals of Landlord-Tenant Law" Training Course, Including One Credit Hour of Ethics.
The Volunteer Lawyers Project offers free CLE certified training to attorneys who agree to volunteer in the Court's Resource Centers by giving self-represented litigants legal advice and information.
This required course is taught by experts in their field. In exchange for the free CLE credit, attorneys commit to volunteering in the Housing Court's Resource Centers for a minimum of twelve hours over the course of one year.
The next video replay will be held at the Civil Court of the City of New York, 111 Centre Street, New York, New York, 12TH Floor Boardroom. YOU MUST ENTER THE BUILDING USING THE EMPLOYEE ENTRANCE ON WHITE STREET.
Session I (Nonpayment Proceedings): Tues. Sept. 16, 2008 from 10 A.M. - 1:00 P.M.
Session II (Holdover Proceedings):Tues. Sept. 16, 2008 from 2:00 P.M. - 5:00 P.M.
Session III (Ethics, HP, Resource Centers):Wed. Sept. 17, 2008 from 10:00 A.M. - 1:00 PM
Attendance at all three Training Sessions is required to volunteer and to obtain CLE credit.

Guardian Ad Litem Program
The Guardian Ad Litem (GAL) Program offers free Continuing Legal Education (CLE) training to attorneys interested in becoming a Guardian Ad Litem in Housing Court. Up to 8 free CLE credit is offered for attending the two day GAL training (9:00am-1:30pm each day), including one credit hour of ethics. This required course is taught by a panel of experts in the fields of legal and social work advocacy and landlord-tenant law.
In exchange for the credit, attorneys commit to taking on a minimum of 3 pro-bono appointments over the course of the first year following training. Pro-bono appointments are appointments involving a ward that is not an Adult Protective Services client.

Small Claims Arbitrators
The Association of Small Claims Arbitrators provides 2 free CLE credits to any attorney, admitted to practice over five years, who completes the training to serve as a small claims arbitrator. Once you have completed the training, which includes one or two evenings observing an experienced arbitrator, you will be sworn in and may choose where and how often you would like to sit throughout the year.
