Overview
New York State’s Domestic Violence Courts (DV) make decisions regarding criminal offenses involving intimate partners. Essential features of DV Courts include: a dedicated Judge; a Resource Coordinator; specially trained staff; resource coordination; on-site victim advocacy; and collaboration with technical assistance teams.
DV courts have been developed as part of the justice system’s coordinated response to domestic violence and are dedicated to enhancing victim safety and holding offenders accountable. DV courts connect victims to needed services, ensure intensive court monitoring of abusers, and promote increased coordination between the court, community partners and victim services providers.
The Domestic Court seeks to ensure that violation and misdemeanor domestic violence cases in the City of Cortland are treated in an efficient and consistent manner by ensuring the safety and wellbeing of the survivors, enhanced accountability both for the offenders as well as the agencies responsible for defendant programming and monitoring as well as offering immediate, certain and consistent response to domestic violence crimes.

An order of protection is issued by the court to limit the behavior of someone who harms or threatens to harm another person. It is used to address safety issues, including domestic violence.

The Hope Card is a portable version of a final Order of Protection. The Hope Card program allows anyone protected by an active final Order to request and receive a physical wallet sized card that provides a summary of the order and a link to a digital image of the order, a digital Hope Card that provides the image of the order by email or text message with a secure link to the digital image, or both.

The behavior includes abusive tactics, threats and actions that may or may not rise to the level of criminal behavior. The tactics may include physical, emotional, financial and sexual abuse. Domestic violence can happen to anyone. It looks different in every relationship, and no one experiences it in the same way. Although it may look different, there is always an underlying theme of control. When one person tries to control their intimate partner, that isn't love, it's abuse.
