Overview

In New York City, the five County Clerks serve as jury commissioners and also perform a range of non-jury functions including the maintenance of Supreme Court case records, certification of Supreme Court documents, filing of business certificates and collection of fees for the filing of court documents.

The County Clerk is an independent, constitutional office that works with but is not a department of the Supreme Court. The New York County Clerk seeks to provide services in a fair, equitable and expedient manner.  The County Clerk is the keeper of records and as such is charged with recording, filing, and preserving a variety of documents/records which also involves issuing and certifying same. The New York County Clerk also serves as the Commissioner of Jurors and in that capacity the office is charged with maintaining an active juror pool for civil and criminal jury trials as well as grand and petite juries.

What's New

Notice: Pursuant to recent amendments to NYS Tax Law Section 6, effective July 1, 2025, the NYS Tax Department will electronically file all tax warrants and warrant-related records (such as satisfactions, vacates, amendments, and expirations) with the Department of State. These filings will now perfect the Tax Department’s liens against real and personal property in New York State.

Effective July 1, 2025, any new New York State Tax Warrants and tax warrant-related records filed in the Office of the County Clerk are for informational purposes only. On and After July 1, 2025, the lien docketing of New York State Tax Warrants occurs upon filing of the warrant and warrant-related records in the Office of the New York State Department of State. Please refer to Tax Law sections 6 and 174-a.

Further, as of July 1, 2025, any requests for certified copies, Certificates of Disposition of Judgments, or Transcripts of Judgments relating to any tax warrant or warrant-related documents (satisfactions, vacates, etc.) filed on/after July 1, 2025, must be made to the NYS Department of State as the statutorily designated record keeper.

The County Clerk will continue to honor and process any requests for certified copies, Certificates of Disposition of Judgments, or Transcripts of Judgments relating to any tax warrant-related documents (satisfactions, vacates, etc.) FILED in the County Clerk’s Office, up to and including June 30,2025.

Departments and Services

Archives Department 

The Archives department houses all records not stored at 60 Centre Street (a rotational system is in place for record keeping purposes).  Records from as far back as the late 1700’s are stored and can be accessed by following the protocols in the department.  For those records stored off-site, a longer waiting time may be required than is typical.

Business 

The Business department addresses all business certificate filings for New York County (Manhattan) including sole proprietorships, and general partnerships.  The department also records oaths of office for city, county and state elected officials, military discharges, religious incorporations, insurance charters, designations of agents as well as business corporations and certificates of assumed name for corporate entities in New York County (Manhattan).

Cashiers

The Cashier department processes all money transactions for the agency.

Certifications/Indexing/Appeals

The Certification and Indexing department certify court filed documents and assigns index numbers to hard copy actions, handles subpoenas, venue transfers, exemplifies copies and processes appeals.

E-Filing

The E-File department reviews all the electronically filed documents for accuracy, rejecting those that are insufficient and providing direction for customers to re-file, file for refunds, etc.

The Lien and Docket department handles everything from sidewalk violations to liens on properties, to docketing of judgments including the MTA judgments in New York County.
